Centre eyes sops to spur internal trade

The Union Government may soon consider adopting a three-pronged approach to revitalise domestic retail and wholesale trade.

The three-pronged approach includes:

  1. Establishing a regulatory body for national internal trade (retail and wholesale)
  2. Comprehensive domestic trade policy and
  3. Board for Internal Trade.

Why we need a new approach?

  • Domestic trade mainly comprises non-corporate small businesses providing employment to an estimated 460 million people.
  • Currently, there is no single regulatory body or Ministry for such six crore small businesses in the country that have collective annual turnover of around Rs. 30 lakh crore.
  • The current approach policy regime and the environment is considered only conducive for foreign retail giants and their Indian partners or counterparts.

Implications of a new approach:

  • The proposed three-pronged policy approach will address need of these small businesses with an aim to generate employment, improve financial inclusion of small traders.
  • It will also ensure ease of doing business by eliminating multiplicity of approvals, improve competitiveness of economy and boost overall demand to boost growth.
  • Besides, the new strategy will also help to link Central Government’s flagship initiatives such as Digital India, Skill India and Make In India with these small businesses.

India-Indonesia hold bilateral maritime exercise

It is the 28th India-Indonesia Coordinated Patrol and Second Bilateral Maritime Exercise, scheduled from October 10-17 at Belawan, Indonesia in the Andaman Sea.

India and Indonesia commenced their second coordinated patrol and bilateral maritime exercise at Belawan, Indonesia in the Andaman Sea.

It will demonstrate India’s commitment to its ties with Indonesia and to maritime security in Indian Ocean Region (IOR).

Background:

The two navies have been carrying out Coordinated Patrols (CORPAT) on respective sides of the International Maritime Boundary Line (IMBL) twice a year since 2002, with the aim of keeping this vital part of the Indian Ocean Region safe and secure for commercial shipping, international trade and legitimate marine activities.

An effort to revive Harikatha

Harikatha, a form of Hindu religious discourse, was in news for its revival due to patronage from various cultural organisation.

What is Harikatha?

  • Harikatha is a traditional art story-telling in which the storyteller explores a religious theme, usually based on the life of a saint or a story from an Indian epic.
  • It is an art form composed of storytelling, music, drama, dance, poetry, and philosophy in South India especially in villages of Andhra Pradesh, Karnataka and Tamil Nadu.
  • Harikatha has its roots in the kirtan tradition of Maharashtra.
  • It had originated from Ajjada village of Srikakulam in Coastal Andhra.

Aim of Harikatha:

  • The aim of the Harikatha is to imbue truth and righteousness in the minds of people and sow the seeds of devotion in them.
  • It also aims to educate people about knowledge of atman (self) through stories and show them the path of liberation.

Style of Harikatha:

  • Harikatha involves the narration of a story, intermingled with various songs relating to the story.
  • Usually the narration involves numerous sub-plots and anecdotes, which are used to emphasise various aspects of the main story.
  • The main story teller is usually assisted by one or more co-singers, who elaborate the songs and a Mridangam accompanist. The storyteller uses a pair of cymbals to keep beat.

Science & Technology

HIMANSH- High-altitude glacial lab opens in the Himalayas

The National Centre for Antarctic and Ocean Research (NCAOR) established a high altitude research station in Himalaya called HIMANSH.

Key facts about HIMANSH:

  • The station is situated above 13500 feet at a remote region in Spiti, Himachal Pradesh.
  • The ongoing initiatives by NCAOR will contribute to the integrated study the glaciers in the upper Indus basin (Chandra basin) in Himachal Pradesh and their contribution to discharge.
  • The station houses many instruments to quantify the glacier melting and its relation to changing climate.
  • Some of the instruments that are available at the research facility include, Automatic Weather Stations for weather monitoring, water level recorder for quantifying the glacier melt, ground penetrating radar to know the thickness of glaciers, geodetic GPS systems to study the glacier movements, etc.
  • The researchers will use the station as a base for undertaking surveys using Terrestrial Laser Scanners (TLS) and Unmanned Aerial Vehicles (UAV).

About National Centre for Antarctic and Ocean Research (NCAOR):

The National Centre for Antarctic and Ocean Research is an Indian research and development institution, situated in Vasco, Goa.

  • It is an autonomous Institution of the Department of Ocean Development (DOD), Government of India.
  • It is responsible for administering the Indian Antarctic Program and maintains the Indian Government’s Antarctic research station, Maitri.
  • At present, NCAOR is an agency working under Ministry of Earth Sciences, Government of India since 2006, by the notification of the President of India.
  • NCAOR complex is a home to a special low-temperature laboratory and is setting up a National Antarctic Data Centre and a Polar Museum.

Newly formed 21 districts of Telangana

Telangana, the country’s youngest state, in its the biggest administrative reform has created 21 new districts aimed at decentralisation of the administration and ensuring speedy development.

With this reorganisation exercise, the total number of districts has gone up to 31.

Significantly, Hyderabad district remains unchanged while all others have been split into three to four districts in tune with the local demands.
