National Human Rights Commission of India (NHRC):

  • NHRC is an autonomous public body constituted in 1993.
  • It was given a statutory basisby the Protection of Human Rights Act, 1993 (PHRA).
  • It is in conformity with the Paris Principles, adopted at the first international workshop on national institutions for the promotion and protection of human rights held in Paris in 1991 & endorsed by the General Assembly of the United Nations.
  • Recommendations given by NHRC are just advisory and not binding in nature.
  • Apart from enquiry into complaints of violation of human rights or negligence in the prevention of such violation by a public servant, the Commission also studies treaties and international instruments on human rights and make recommendations to the Government.

Composition:

  • A Chairperson, retired Chief Justice of India
  • One Member who is, or has been, a Judge of the Supreme Court of India
  • One Member who is, or has been, the Chief Justice of a High Court
  • Two Members to be appointed from among persons having knowledge of, or practical experience in, matters relating to human rights
  • In addition, the Chairpersons of four National Commissions of (1. Minorities 2. SC and ST 3. Women) serve as ex officio members.

The chairman and members are appointed by the President on the recommendations of a six-member committee consists of:

  • The Prime Minister
  • The Speaker of the Lok Sabha
  • The Deputy Chairman of the Rajya Sabha
  • Leaders of the Opposition in both the Houses of Parliament
  • The Central Home Minister

Why in news?

  • Organisations representing the Bru community displaced from Mizoram have rejected the sites proposed by the Joint Movement Committee, an umbrella group of non-Brus in Tripura for their resettlement.

About Bru tribe/community:

  • They spread across Tripura, Mizoram and parts of Assam & most populous tribe in Tripura.
  • They are also known as Reangsin the state.
  • They are ethnically different from the Mizos, with their own distinct language and dialect.
  • They are primarily an agrarian tribe.

Background:

  • In 1997, roughly half the Bru population fled to Tripura, following violent clashes with the Mizo population.
  • It led to the Brus’ demand for an Autonomous District Council(ADC), under the 6th Schedule of the Constitution.
  • Recently, an agreement has signed between the Centre, the state governments of Tripura and Mizoram, and Bru-Reang representatives allowing Bru tribals to permanently settle in Tripura.

Fluorosis:

  • Fluorosis is a crippling disease resulting from deposition of fluorides in the hard and soft tissues of body due to excess intake of fluoride through drinking water/food products/industrial pollutants over a long period.
  • Ingestion of excess fluoride, most commonly in drinking-water, can cause fluorosis which affects the teeth and bones.
  • Moderate amounts lead to dental effects, but long-term ingestion of large amounts can lead to potentially severe skeletal problems.
  • It results in dental fluorosis, skeletal fluorosis, and non-skeletal fluorosis.

Fluorosis Causes:

  • A major cause of fluorosis is the inappropriate use of fluoride-containing dental products such as toothpaste and mouth rinses.
  • Taking a higher-than-prescribed amount of a fluoride supplement during early childhood can cause it.

Key facts:

  • Scientists from the Institute of Nano Science and Technology (INST) have developed an equipment-free fluoride ion detection and quantification in drinking water with the naked-eye.
  • It can be operated by non-experts for household use to evade Fluorosis-based disorders.
  • Institute of Nano Science and Technology is an autonomous institute of the Department of Science and Technology.
