Why This Award?

  • Trans-boundary environmental crime is a serious and growing problem in the region.
  • Illegal trade in wildlife is the fourth largest illegal trade globally (after drugs, counterfeiting and human trafficking).
  • It undermines food security, harms economies and devastates livelihoods, fuels terrorism, and compromises ecosystems on which humans depend.
  • Asia also remains one of the world’s largest dumping grounds for illegally traded chemicals and waste.
  • Millions of tonnes of hazardous waste and harmful chemicals are transported to and within Asia, having disastrous effects for human health and the environment.
  • Public officials and institutions/teams working on environmental enforcement issues are on the front-line of efforts to combat trans-boundary environmental crime.
  • The 2018 Awards is for recognition and to celebrate their critical role in doing so.
  • Wildlife Crime Control Bureau (WCCB) has been selected as among the winner in 2018.

Wildlife Crime Control Bureau (WCCB)

  • Wildlife Crime Control Bureau is a statutory multi-disciplinary body established by the Government of India under the Ministry of Environment and Forests, to combat organized wildlife crime in the country.
  • The Bureau has its headquarter in New Delhi and five regional offices at Delhi, Kolkata, Mumbai, Chennai and Jabalpur; three sub-regional offices at Guwahati, Amritsar and Cochin;

Objectives:

  • To develop mechanism for gathering of intelligence related to wildlife crime and illegal wildlife trade in the country.
  • To disseminate intelligence to the concerned agencies for timely and result oriented action.
  • To develop wildlife crime database management system for better analysis and record generation to effectively implement wildlife policy in the country.
  • To co-ordinate the efforts and actions of various state and central enforcement agencies towards better enforcement of Wild Life (Protection) Act, 1972.
  • To develop infrastructure and capacity building of the enforcement officials into wildlife crime and illegal trade and equip them with latest know how of trends and methods to counter the actions of organized wildlife crime networks.
  • To implement obligations under various international conventions and protocols in force at present and to assist the efforts of various international law enforcement agencies towards enforcement of legal provisions.
  • To advice Government of India on issues relating to wildlife crimes having national and international ramifications and suggest changes in relevant policy related to wildlife crimes.

  • The Kartarpur Corridor is a proposed border corridor between the neighbouring nations of India and Pakistan, connecting the Sikh shrines of Dera Baba Nanak Sahib (located in Punjab, India) and Gurdwara Darbar Sahib Kartarpur (in Punjab, Pakistan).
  • As stronger focus on the “five Ps” that underpin the global agenda for sustainable development i.e., People, Planet, Prosperity, Peace and Partnership. Kartarpur Corridor will act as a bridge between the people of the two countries.
  • 50 Acers of land has been identified and acquired by Indian govt. for Kartarpur Sahib corridor
  • There will be a passenger terminal building, which will be built in two phases. Colored in green, the building will house photographs and mural that portrays rich Indian cultural values

Significance:

  • Given its easy logistics, the 4-km-long Kartarpur corridor would initiate meaningful confidence-building measure (CBM).
  • The corridor will drastically cut down the journey pilgrims have to make from more than 200 km to just 6 km.
  • The initiative can also become a template for cross-border exchanges based on faith, which could provide a balm for many communities.
  • For example, Kashmiri Pandits, who have long asked for access to visit the Sharda Peeth in the Neelum Valley in Pakistan-occupied Kashmir, Sufis in Pakistan who wish to visit the dargah of Khwaja Moinuddin Chishti in Ajmer, Rajasthan and Sikhs in India and Pakistan wanting to visit important shrines on both sides of the border.
  • The “corridor” would also bring Pak infrastructure right up to the Indian border.
  • More people-to-people contact can help improve ties between the two nations. History shows that religious triumphs can be a diplomatic tool to ease tension between countries.

Concerns:

  • Over the past year, gurdwaras in Pakistan have been used for a pro-Khalistan campaign.
  • A gurdwara displayed posters and distributed pamphlets for the “Sikh Referendum 2020”, and Pakistan denied permission to the Indian envoy and diplomats to visit it.
  • Pakistan’s intent also remains suspect, and Indian officials are wary of the corridor being misused by both state and non-state actors in that country.kartapur

  • The Ministry of Road Transport & Highways has mandated that all new public service vehicles except auto rickshaws and e Rickshaws, registered on and after 1st January 2019, will have to be equipped with Vehicle Location Tracking (VLT) with emergency buttons.
  • The VLT device manufacturers would assist in providing the back end services for monitoring.
  • This regulation is being brought in to ensure safety of passengers especially women.
  • The State or Union Territories are required to ensure execution of this order and check fitment and functional status of the VLT device in the public service vehicles at the time of checking of the vehicles for fitness certification.
  • Command and Control Centres will be setup by the State or VLT manufacturers or any other agency authorised by the State Government.
  • These centres will provide interface to various stakeholders such as state emergency response centre, the transport department or Regional Transport Offices, Ministry of Road Transport and Highways and its designated agencies, device manufacturers and their authorised dealers, testing agencies, permit holders, etc.
  • These centres will also provide feed to the VAHAN data base or the relevant data base of the State with regard to the over speeding, device health status.
  • The details of each VLT device will be uploaded on the VAHAN database by the VLT device manufacturer using its secured authenticated access.
  • The VLT device manufacturers or their authorised dealers will install the VLT devices in public service vehicles and register the devices along with details of vehicle on the corresponding backend systems in real-time.
  • The public service vehicle owners have to ensure that the VLT devices installed in their vehicles are in working condition and regularly send required data to the corresponding backend system through cellular connectivity.
  • VLT device manufacturers will get their devices tested for conformity of production every year after the first certification, from the testing agencies referred to in rule 126 of the Central Motor Vehicles Rules, 1989.
  • The testing agencies will upload the details of the VLT devices certified by the month e-VAHAN database. They will also update the status relating to the Conformity of Production on the VAHAN database.
  • The State or Union Territories will publish Internet Protocol address (IP address) and Short Message Service Gateway (SMS gateway) details of their respective emergency response system where VLT devices will send the emergency alerts on press of emergency button.

  • The research published in the Monthly Notices of the Royal Astronomical Society says that the new moons are entirely made up of extremely tiny dust particles of less than one millimetre size and reflect light rather faintly.
  • This is the reason why they were difficult to observe and study in the first place even when they are located at around the same distance as the Moon from the Earth-400,000 kilometres.
  • In the current study, scientists used special filters on their cameras which polarise incoming light to catch hold of and study the scattered light from the dust particles inside these moons.
  • With this collected data, the astronomers were able to establish that the KDCs are spread across an expanse of 1,00,000 km by 70,000 km in space. This is equivalent to 30 by 20 lunar disks.
  • Though the dust clouds themselves are ancient the particles that they are comprised of change and are replaced over time.
  • They take in dust from various sources—remnants of planets, comets, meteors, asteroids and other objects loitering around in space.
  • When the Earth, the Sun or the Moon destabilise, the particles slip away with their gravity and particles from other sources replace them.

Background:

  • In 1961, Kazimierz Kordylewski, a Polish scientist had observed these moons for the first time and they were later named after him as Kordylewski Dust Clouds (KDCs).
  • But their existence has been questioned by astronomers for the past six decades and not many accurate models or simulations of these objects are available.
