  • It is published by UN Conference on Trade and Development (UNCTAD).

Digital Economy Report 2019

  • It is the first-ever Digital Economy Report 2019 published by UNCTAD.
  • Wealth creation in the digital economy is highly concentrated in the United States and China.
  • The United States and China account for 75% of all patents related to blockchain technologies, 50% of global spending on the Internet of Things (IoT), more than 75% of the cloud computing market and as much as 90% per cent of the market capitalization value of the world’s 70 largest digital platform companies.
  • India generated the ninth-highest e-commerce sales globally in 2017, by generating a total business of $400 billion. The contribution to GDP was 15 per cent.

  • To enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood.
  • Individuals with prior learning experience or skills will also be assessed and certified under Recognition of Prior Learning (RPL).

Pradhan Mantri Kaushal Vikas Yozana (PMKVY)

  • Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE) implemented by National Skill Development Corporation.
  • Government set a target to train including up-skilling/re-skilling 400 million people by 2022.

Key components of the scheme:

  • Short Term Training: training in Soft Skills, Entrepreneurship, Financial and Digital Literacy. Duration of training between 150 and 300 hours.
  • Recognition of Prior Learning: individuals with prior learning experience or skills shall be assessed and certified under the Recognition of Prior Learning (RPL) component of the Scheme.
  • Special Projects: creation of a platform that will facilitate trainings in special areas and/or premises of Government bodies.
  • Kaushal and Rozgar Mela: conducted every six months with press/media coverage for social and community mobilisation.
  • Placement Guidelines: provide placement opportunities to candidates, trained and certified under the Scheme.
  • Monitoring Guidelines: methodologies shall be enhanced with the engagement of latest technologies.

Measles and Rubella

  • Measles, also known as rubeola or morbill, is a highly contagious viral disease.
  • Measles is caused by infection with the rubeola virus. The virus lives in the mucus of the nose and throat of an infected child or adult.
  • It can cause fatal complications including encephalitis, severe diarrhoea and dehydration, pneumonia, ear infections and permanent vision loss.
  • Measles typically begins with a high fever, and 2-3 weeks later, a characteristic rash appears on the face and then spreads over the body.
  • There are two types of measles:
    • Measles: This is the standard form caused by the rubeola virus.
    • Rubella, or German measles: This is caused by the rubella virus.
  • German measles (Rubella)can have severe consequences during pregnancy such as miscarriage, foetal death or congenital defects known as congenital rubella syndrome (CRS).
  • Under the Global Vaccine Action Plan, measles and rubella are targeted for elimination in five WHO Regions by 2020.
  • Measles is transmitted via droplets from the nose, mouth or throat of infected persons.
  • Severe measles is more likely among poorly nourished young children, especially those with insufficient vitamin A, or whose immune systems have been weakened by HIV/AIDS or other diseases.
  • There is no specific treatment available for Measles. However, the measles vaccine has been in use since the 1960s. The measles, mumps, and rubella (MMR) vaccine is generally given at 12 to 15 months of age.

  • A resolution to eliminate the diseases measles and rubella by 2023 was adopted at the 72nd session of the World Health Organization (WHO) Regional Committee for South-East Asia.
  • Measles elimination and rubella control has been a regional flagship priority since 2014.
