  • Blowing outward billions of kilometers from the Sun is the solar wind, a thin stream of electrically charged gas. This wind travels at an average speed ranging from 300 to 700 kilometers per second until it reaches the termination shock. At this point, the speed of the solar wind drops abruptly as it begins to feel the effects of interstellar wind. And slows down to subsonic speed

  • The heliosheath is the region between the termination shock and the heliopause.

What is Chavang Kut Festival?

Chavang stands for ‘autumn’ and Kut mean ‘harvest’. Chavang Kut is a thanksgiving festival for a bountiful harvest celebrated across the North-Eastern states like Manipur, Mizoram and Assam. However, in Manipur, Chavang Kut is one of the most celebrated festivals. The festival is also one of the most important festivals of the Kuki-Chin-Mizo communities.

Why is the Festival celebrated?

The festival of Chavang Kut is celebrated on 1st November. The festival is celebrated to honour the blessings of the deity for a good harvest season. During the festival, the farmers gather their crop altogether and show reverence to the gods to mark the end of the harvest season. The celebration also includes dancing and singing along with sports competitions and feasts. Importantly, the festival marks the Anglo-Kuki war centenary year.

What is Younger Dryas?

  • The Younger Dryas is one of the most well-known examples of abrupt change. About 14,500 years ago, Earth’s climate began to shift from a cold glacial world to a warmer interglacial state. Partway through this transition, temperatures in the Northern Hemisphere suddenly returned to near-glacial conditions. This near-glacial period is called the Younger Dryas, named after a flower (Dryas octopetala) that grows in cold conditions and that became common in Europe during this time. The end of the Younger Dryas, about 11,500 years ago, was particularly abrupt. Data from numerous dating studies show that the cooling during the Younger Dryas was globally synchronous.
  • A number of hypotheses have been proposed to explain the Younger Dryas, but so far there is no consensus on its cause.

What Is Younger Dryas Impact Hypothesis?

  • Scientists believe that an asteroid or a comet hit the Earth, or blew up in the atmosphere 12,800 years ago, causing a period of extreme cooling that may have led to the extinction of more than 35 species including giant sloths, sabre-tooth cats, and mammoths. This is called the Younger Dryas Impact Hypothesis. Recently, researchers have found evidence supporting this theory.
  • The Multiple airbursts/impacts resulted depositing of platinum and other materials etc. at more than 50 sites across about 50 million km² of Earth’s surface. Some scientists have proposed that this event triggered extensive biomass burning, a brief impact winter, the Younger Dryas abrupt climate change, contributed to extinctions of late Pleistocene megafauna.

  • The Global Microscope for Financial Inclusion report is published by The Economist Intelligence Unit. The report assesses the enabling environment for financial access in 55 countries.
  • The report identified four basic enablers for promoting digital financial inclusion which are: 1) allowing non-banks to issue e-money, 2) presence of financial service agents, 3) proportionate customer due diligence, 4) effective financial consumer protection.
  • The 2019 Microscope features 11 new indicators to better assess what governments are doing to address the gender gap in financial inclusion.

Key trends mentioned in the Report:

  • India is placed among the top nations with the most conducive environment for financial inclusion in terms of allowing non-banks to issue e-money, proportionate customer due diligence and effective consumer protection.
  • Only four countries – Colombia, India, Jamaica and Uruguay – scored perfectly across all four parameters.
  • South Africa, India, Mexico, Tanzania and Uruguay were among the top countries that safeguard e-money via some sort of deposit insurance or protection.

Efforts taken to promote Financial Inclusion:

  • The Reserve Bank of India (RBI) has prepared a draft National Strategy for Financial Inclusion to deepen financial services’ coverage in the country. The strategy is expected to be finalised in 2019 and will cover a five-year period.
  • The RBI has set up a high-level committee to review the existing status of digitisation and devise a medium-term strategy for increasing digital payments.
  • In August 2019, the RBI released the Enabling Framework for Regulatory Sandbox (RS), which creates the basis for a regulatory sandbox that will allow fintech start-ups to live-test innovative products and services.

What is dumping?

Dumping is said to occur when the goods are exported by a country to another country at a price lower than its normal value. Some of the countries also resort to subsidisation of their exports to other countries.

What is Antidumping and its benefits?

Anti-dumping is a measure to rectify the situation arising out of the dumping of goods. The main aim is to rectify the trade distortive effect of dumping and re-establish fair trade. It provides relief to the domestic industry against the injury caused by dumping.

The use of anti-dumping measure as an instrument of fair competition is permitted by the WTO.

What are countermeasures against dumping?

  • The relief to the domestic industry against dumping of goods from a particular country is in the form of anti-dumping duty imposed against that country/ies, which could go upto the dumping margin. Such duties are exporter specific and country specific.
  • Export subsidies, under the WTO agreement, are treated as unfair trade practice and such subsidies are actionable by way of levy of anti-subsidy countervailing duty.
  • There is one more trade remedial measure called “safeguards” which are applied as an emergency measure in response to surge in imports of a particular item.

What is the legal framework?

  • The Directorate General of Trade Remedies under the Ministry of Commerce and Industry (earlier known as Directorate General of Anti-dumping and Allied Duties) was named in May 2018 as an integrated single window agency for providing comprehensive and swift trade defence mechanism.
  • The Customs Tariff Act, 1975 as amended in 1995 and the Customs Tariff (Identification, Assessment and Collection of Anti-dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995 and Customs Tariff (Identification, Assessment and Collection of Countervailing Duty on Subsidised Articles and for Determination of Injury) Rules, 1995 framed there under form the legal basis for anti-dumping and anti-subsidy investigations and for the levy of anti-dumping and countervailing duties. These laws are in consonance with the WTO Agreements on Anti-Dumping and Anti Subsidy countervailing measures.
  • Directorate General of Trade Remedies is empowered for providing comprehensive and swift trade defence mechanism in India.
